Title Coordinate transformations for Cluster

Abstract The note proposes a set of algorithms that can support the coordinate transformations required to manipulate orbit and scientific data from the Cluster mission. The CSDS Implementation Working Group is invited to endorse these algorithms and, if appropriate, to recommend them as a standard for CSDS data handling.
