Abstract
HSL is a collection of portable, fully documented, and tested Fortran packages for large-scale scientific computation. It has been developed by the Numerical Analysis Group at Rutherford Appleton Laboratory, with additional input from other experts and collaborators. The aim of this report is to provide clear and comprehensive guidelines for those involved in the design, development and maintenance of software for HSL.
