Abstract
We study the theoretical uncertainties which arise from the presence of both very large and very small momenta in the BFKL approach to small-x physics. We present a modification to the BFKL equation which incorporates an ultra-violet limit suggested by energy conservation. The solution of this equation results in a gluon distribution which has a slower growth at small x and low Q2 than that of the traditional BFKL equation.
